NACT (Nuclear Arms Control Technology)

The Defense Threat Reduction Agency (DTRA) has executive responsibility for the construction, operation, maintenance, and life-cycle management of the 38 U.S. Comprehensive Nuclear Test Ban Treaty (CTBT) International Monitoring System (IMS) stations located around the world. These globally dispersed facilities provide near-real-time nuclear, seismic and acoustic event data to the Comprehensive Nuclear Test Ban Treaty Organization (CTBTO) for Comprehensive Nuclear-Test-Ban Treaty (CTBT) compliance verification monitoring.

5-D Systems, Inc. provides acoustic, seismic, and radiological subject matter experts (SME) to support all programmatic, analytic, technical, and logistic support elements of DTRA’s Nuclear Arms Control Technology (NACT) global event monitoring and nuclear forensics mission. Our program managers and analysts:

  • Provide multifaceted, integrated analyses of the political, cultural, financial, and technology status of the Nuclear Test Ban Program to the Office of the Secretary of Defense (OSD) Treaty Manager and the DTRA NACT Program Office.
  • Conduct daily U.S. IMS Stations’ operational performance analyses using dedicated CTBTO International Data Center (IDC) performance monitoring software and database management tools.
  • Perform independent evaluations to determine the schedule, performance and cost effectiveness of contractor efforts to design, construct, support, operate and maintain the US IMS Stations.
  • Assess the impact of considered budgetary courses of action in terms of their effect on scheduling, operational capability, maintenance status, and the ability of individual IMS sites to meet CTBT requirements.
  • Perform comprehensive evaluations of proposed equipment upgrades that consider requirements definition, fielding and installation, testing requirements, UN certification, operations and maintenance. 

Our skilled SMEs are highly adept at assessing and understanding the nature of critical global “nuclear events” (North Korea Missile Tests, Japan Earthquake, Fukushima Power Plant Emergency, etc.) in support of the tactical and strategic decision-making efforts of senior U.S. Government and Military officials.
